The Federal Government has raised concerns over ministries bypassing proper procedures in promoting civil servants, especially those categorized as “special” employees. In a memo issued on October 28, 2024, signed by the Head of Civil Service of the Federation, Didi Walson-Jack, the government warned ministries to refrain from making promotions without following the correct process.

The memo, which was obtained by our correspondent, emphasizes the need for all promotion requests to be submitted to the Federal Civil Service Commission (FCSC) for approval. This includes promotions for civil servants who are considered deserving of elevation. The communication was directed to several key figures, including the Chief of Staff to the President, the Secretary to the Government of the Federation, ministers, department heads, and agencies such as the Economic and Financial Crimes Commission (EFCC), the National Drug Law Enforcement Agency (NDLEA), and permanent secretaries.

According to the memo, ministries have been observed making promotion requests for officers, moving them from one salary grade level to another, without following due process. The document stresses the importance of adhering to the existing guidelines set by the Federal Civil Service Commission, specifically Part IV, Section 24 of the “Guidelines for Appointments, Promotion, and Discipline” (2004 Edition).

Furthermore, the memo clarifies that any special promotion requests must be forwarded to the Chairman of the FCSC by the recommending Permanent Secretary, via the Office of the Head of the Civil Service of the Federation. This procedure must be followed to ensure compliance with the rules and maintain transparency in the promotion process.

The government has called for strict adherence to these established guidelines, underscoring the importance of proper protocol in handling promotions within the civil service.
