Governor Babagana Umara Zulum of Borno State has voiced strong opposition to President Bola Tinubu’s proposed tax reform bills, warning that their passage could have devastating effects on the northern region of Nigeria. The bills, which prioritize the location of consumption for distributing Value Added Tax (VAT), have sparked widespread criticism, especially from northern leaders, who argue that the reforms could undermine the region’s economic stability.

Speaking in an interview with BBC Hausa, Governor Zulum expressed concern over the swift passage of the bills through the National Assembly, comparing it to the lengthy process that other crucial legislation, such as the petroleum bill, has faced. Zulum questioned the urgency of the tax reforms, stating, “Why all the rush?” He pointed out that while some laws take years to pass, these tax bills are moving forward at an unprecedented pace, causing alarm among stakeholders in the north and other regions like the Southeast and Southwest.

According to Zulum, the proposed tax system could place a significant financial burden on northern states, potentially leading to an inability to pay civil servant salaries. He warned, “If these bills go through, we will not be able to even pay salaries. And if we did, it wouldn’t be sustainable the following year.” He also expressed concern that the reforms would exacerbate hunger, poverty, and insecurity in the region.

The Governor clarified that his stance on the tax reforms was not a sign of opposition to President Tinubu’s government but rather a call for a reconsideration of the proposed changes. He emphasized that the northern states, which largely supported Tinubu in the 2023 election, deserve to have their concerns addressed, especially since the proposed reforms are perceived to disproportionately affect the region. Zulum stated, “He secured 60% of his votes in the north. He should not listen to those telling him that northerners are not supporting him.”

As the debate over the bills continues, Zulum appealed to the President to listen to the concerns of northern governors and other stakeholders, urging for a more balanced and sustainable approach to tax reforms.
